Public Private Partnership (PPP)

Pre-amble

To maintain the high standard of patient care that Inkosi Albert Luthuli Central Hospital is now renowned for, the KZN Department of Health has entered a new 12-year Public-Private Partnership (PPP) with Impilo Consortium 2.0 {RF} Pty Ltd. This partnership commenced on 1st June 2024 and will oversee all non-clinical services at the hospital.

The original PPP agreement, initiated in February 2002, was the first of its kind in the Southern African health sector, covering non-clinical management services for the newly built 846-bed Central Hospital. This initial contract was awarded to Impilo Consortium {RF} (Pty) Limited for a 15-year term.

Impilo Consortium 2.0 {RF} Pty Ltd, the new private partner, continues the legacy of its predecessor by upholding commitments to empowerment equity, employment, and procurement standards. This includes equity participation within its shareholding structure and among various key subcontractors, service providers, and suppliers.

The shareholders of Impilo Consortium 2.0 {RF} Pty Ltd are Vulindlela Concessions II Pty Ltd, AME Africa Healthcare Pty Ltd, Mbekani Health and Wellbeing Pty Ltd, OMAME Investments Pty Ltd, and Tsebo Solutions Group Pty Ltd, all of which are Black Economic Empowerment partners.

Scope of Project

Private Party shall at its own cost and risk be solely responsible for undertaking the Project Deliverables, and in so doing shall ensure that the Project Deliverables are performed: –

  • to meet the Output Specifications;
  • in accordance with Good Industry Practice;
  • in a manner that is not likely to cause death, injury to health or damage to property or the environment;
  • in a manner that is consistent with the Department and the Department Staff discharging their functions and duties;
  • in compliance with all applicable Laws and Consents;
  • in accordance with the reasonable instructions of the Department, to the extent that they are not inconsistent with the above; and
  • in order to ensure that at all times the Department Staff is able to conduct its normal day to day activities.

The Department Staff primarily carry out clinical services and administrative services at the Hospital.

SERVICES PROVIDED BY IMPILO CONSORTIUM’S PRINCIPAL SUB-CONTRACTORS

AME Africa (shareholders SMI GmbH Austria and Vulindlela Holdings) is responsible for all of the Information Management and Technology (IM&T) which includes:

1.1. Management of ALL hospital computer hardware; (Servers, Desktops, Mobile Units, Printers, Scanners, Network, etc.) and

1.2. Analysis of all clinical requirements and determination of the appropriate technology solution.

1.3. Provision of the required System, Utility, Integration, Security, Desktop and Application software and

1.4. Complete Integrated Electronic Patient Medical Record solution, which covers design, procurement, customisation, integration of all components.

1.5. Licencing of all software; annual support contracts; solution upgrades, ongoing integration as new technologies emerge.

1.6. Management of all End User training to ensure the effective utilization of the entire solution, which includes managing the quality of the information retained in the system.

1.7. On going testing, maintenance and End User Support of the entire solution which includes Integration Testing Functions; Change Control Management and all required physical equipment.

1.8. End User training of all clinical and administrative staff (approximately 2500) on the respective applications they will be using for their specific function, including the standard operating processes in each area such that they are fully operational when at their workplace and understand the total solution. To manage the training load there are three dedicated training rooms and eight workstations.

The Inkosi Albert Luthuli Central Hospital stands out as the only public hospital in South Africa with a fully integrated Electronic Patient Medical Record system, including financials. This pioneering solution has set a benchmark for numerous organizations both nationally and internationally. Remarkably, the medical record, digital, for the first patient treated on June 28, 2002, remains accessible to clinicians, showcasing the system’s enduring reliability and excellence.
